Windstorm Certification on the Texas Coast, Explained
The Texas Department of Insurance (TDI) runs a windstorm inspection program for structures in the designated catastrophe area along the coast. That area includes the 14 first-tier coastal counties, among them Jefferson County and Chambers County, plus part of Harris County. When a structure in that area is built, added to, or has certain components replaced, it can be inspected and certified as meeting the windstorm building code that applies to it.
The document that shows compliance is the WPI-8, a certificate of compliance. It matters because the Texas Windstorm Insurance Association (TWIA) generally requires windstorm certification for eligible structures in the designated catastrophe area. Without it, a property owner can have a much harder time getting windstorm coverage. Planning for certification from the first drawing is far easier than trying to prove compliance after walls are closed in.

Who Does What in the WPI-8 Process
Clear roles keep windstorm projects moving. ONYRverse prepares windstorm-ready architectural documentation: the plans, sections, and connection details that show how the building is intended to resist wind. We do not issue WPI-8 certificates, and we do not seal engineering drawings.
The wind design and certification side is handled by a licensed Texas professional engineer who is appointed by TDI as a qualified inspector, or by the engineer of record working with one. That professional reviews the design, inspects the work at the required stages of construction, and submits the certification that leads to the WPI-8. We coordinate with them from the start so the drawings they review already reflect what they need to see.

Designing a Continuous Load Path
Wind uplift acts like suction, trying to lift a roof off the building. Lateral wind pressure pushes walls sideways. For a building to hold, those forces have to travel through an unbroken chain: roof sheathing to rafters or trusses, trusses to walls, walls to floor framing, and framing down to the foundation. Every link in that chain is a connection, and a single missing link is where failure starts.

We coordinate hurricane ties, straps, hold-downs, anchor bolts, sheathing and nailing requirements, and opening protection details with the engineer's wind design, and we place them clearly on the sheets so the builder installs them correctly and the inspector can verify them. The design wind speed and exposure for your site are set by the adopted code and ASCE 7 criteria, and the engineer confirms them for the project.

Why Windstorm Planning Belongs at the Start
Wind and bracing logic is one of the design items clients are most tempted to skip when budgets tighten. It sounds technical and optional. It comes back as failed windstorm inspections, retrofits during construction, and delays waiting on engineer revisions. Retroactive wind compliance is rarely elegant, and almost never cheap.
Industry research shows that fixing a problem during construction can cost 6 to 10 times more than solving it during design. For windstorm work, that gap can be even wider, because correcting a missing connector often means opening finished walls or roof assemblies. Why does TWIA care about windstorm certification?
TWIA provides windstorm and hail coverage along the Texas coast, and it generally requires proof that eligible structures in the designated catastrophe area were built or improved to the applicable windstorm building code. The WPI-8 is that proof. Without it, obtaining TWIA coverage can be difficult, which can also affect financing, since lenders typically require adequate insurance.
What wind speed will my building be designed for?
The design wind speed, exposure category, and related criteria are set by the building code adopted for your site and the ASCE 7 standard it references. They vary by location and building risk category. The licensed engineer on your project confirms those values and performs the wind design, and we carry the resulting requirements into the plan set and details.
Can windstorm details be added after a plan is already drawn?
Sometimes, but it is harder and usually costs more. Adding a continuous load path late can change framing, sheathing, openings, and foundation anchorage, which ripples through the whole set.
