Home, Shop, and Small Business Plans in Old River-Winfree, TX

If you're going to do it, do it with ONYR.

Old River-Winfree is a small city of about 1,300 people in northwestern Chambers County, with a sliver of its limits reaching north into Liberty County. Residents voted to incorporate in 1979, a decision the Texas State Historical Association ties to the growth of the Mont Belvieu petrochemical complex and new industry in southwestern Chambers County. The city is rural in character: houses on generous lots, family acreage, metal shops, and a handful of businesses along FM 565, with the plants and storage terminals of Mont Belvieu just down the road.

That mix produces a steady run of practical projects: a new house on land that has been in the family for decades, a shop big enough for a work truck and a boat, a garage apartment for a parent, or a small office building for a contractor who serves the plants. ONYRverse Digital Designs is based in Beaumont, about 44 miles east. Design and coordination happen in our studio and online, and we schedule trips to Old River-Winfree for site visits, measurements, and drone capture when a project needs eyes on the ground.

A City Split by a County Line, and Why Your Parcel Matters

Most of Old River-Winfree is in Chambers County, which puts it inside the TWIA designated catastrophe area. The small northern piece in Liberty County is outside it. That line affects how you plan the wind side of a project and what your insurer is likely to ask for, so we confirm the county for your specific parcel before we start detailing a roof or a wall.

On the Chambers side, we prepare windstorm-ready documentation from the start: a continuous load path from roof to foundation, connector and fastening schedules, and opening protection, all tied to the design wind speed set by the adopted code for the site. Certification for TWIA purposes is handled by a TDI-appointed qualified inspector or licensed Texas professional engineer who issues the WPI-8 after construction inspections. We coordinate with that professional. On the Liberty side, where certification is not required, we still recommend storm-worthy connections, because the Gulf weather does not stop at the county line.

City Hall on FM 565 and the County Agreement

Old River-Winfree asks owners and builders to request permits through City Hall on North FM 565, and Chambers County lists an interlocal agreement with the city covering permitting and development. In practice that means part of the review may run through county staff and the county's online portal. The exact split can change, so before we format anything we call to confirm which office will review your drawings and what each one wants to see.

Once that is settled, we prepare a set that answers the reviewer's questions up front: a site plan with setbacks, drainage, and driveway access; dimensioned floor plans; exterior elevations; wall sections; and the structural and windstorm details the project needs. When comments come back, we revise and resubmit rather than handing the problem back to you.

Shops, Family Acreage, and Work That Serves the Plants

Living next to one of the busiest energy storage hubs in the country means a lot of residents work in the plants or for the contractors that support them. That shows up in what they build: oversized shops with roll-up doors, equipment yards, and small office buildings for service businesses, alongside the family homes and garage apartments you would expect in a rural city.

For a metal building or a shop house, we coordinate the pre-engineered building supplier's drawings with the foundation design from a licensed engineer and lay out the electrical and plumbing so the building actually works for how you use it. For small commercial work, we manage the design side and keep the owner, engineers, and builder aligned through permitting. Owners can bid those drawings to their own builder or keep one team through construction, with ONYRverse holding the build contract and TRP Land Clearing & Excavation preparing the site.

Old River-Winfree Project FAQs

Where do I request a building permit in Old River-Winfree?

Start with City Hall on North FM 565, which takes permit requests. Chambers County also has an interlocal agreement with the city covering permitting and development, so some review may go through county staff. We confirm the current process for your project before preparing the set, then format the drawings for whichever office reviews them.

My land is on the Liberty County side. Do I still need windstorm certification?

Liberty County is not in the TWIA designated catastrophe area, so a WPI-8 is generally not part of the process there. We still suggest storm-worthy framing and connections because the whole area sees Gulf storms. On the Chambers County side, we prepare windstorm-ready plans and coordinate with the inspector or engineer who handles certification.

Can you design a shop house with living space in Old River-Winfree?

Yes. We lay out the living area, the shop bay, and the connection between them, then coordinate with the metal building supplier and a licensed engineer on the frame and foundation. The drawings also cover windstorm details on the Chambers side and the electrical and plumbing layout so the building permits and builds cleanly.

I run a service company that works the Mont Belvieu plants. Can you plan our office and yard?

We can prepare the site plan, building design, and construction documents for a small office, shop, and equipment yard, and coordinate the civil, structural, and MEP engineers the project needs. ONYRverse manages the design and documentation side and keeps everyone aligned. If you want it built too, ONYRverse can hold the build contract and price it cost plus once the plans are done.
