Big Thicket Lake Estates is a rural lake subdivision on the Polk and Liberty county line, counted by the Census Bureau as a census-designated place since 2010. It covers about two and a half square miles of woods around several man-made lakes, the largest being Bear Foot Lake, a reservoir on Mill Creek, which runs to Menard Creek and then the Trinity River. State Highway 146 runs along the western edge, about 18 miles south of Livingston and 31 miles north of Liberty. It is a quiet place: 514 people in the 2020 census, spread across wooded lots where some families live full time and others keep a weekend place.

Which County Is Your Lot In? It Changes the Paperwork
Big Thicket Lake Estates crosses a county line, and that matters more than most owners expect. Lots on the Polk County side go through Polk County for the development permit, the floodplain review, and the septic permit. Lots on the Liberty County side go through Liberty County, which has its own forms and its own floodplain administrator. School district lines cut through too, with Big Sandy, Livingston, and Hardin ISDs each serving part of the community.
We start by confirming the county from the appraisal district record and your deed, then pull the current checklist from that county. The site plan we draw shows what the county reviewer looks for: the structure location, setbacks from lot lines and water, the driveway, and the septic area.
Low Spots, Lake Edges, and the Base Flood Elevation Question
Lots around the lakes and along Mill Creek do not all sit at the same height, and a few feet of grade can decide whether the county asks for a Base Flood Elevation certificate. In Polk County, development inside the floodplain requires that certificate along with the development permit, and the Floodplain Administrator makes the final call on whether a parcel is in the floodplain.
Before any floor plan, we check the FEMA flood map for your lot and measure the ground with a Moasure device or a drone survey. If the lot is in or near a flood zone, the required floor height becomes a design input, and we plan the foundation, the stairs, and the porch around it instead of adding them as an afterthought.

Septic, Well, and Lot Size Shape the Footprint
On a subdivision lot in the woods, the septic field often takes more space than the house. Polk County requires an OSSF permit on tracts under 10 acres, and the system has to meet state standards, which means the field needs room, separation from water, and suitable soil. We coordinate with your septic designer or installer early so the house, the drive, and the field fit together on the lot.

Does Big Thicket Lake Estates have a city permit office?
No. It is an unincorporated census-designated place, so permitting runs through the county your lot sits in. On the Polk County side, that means a county development permit, floodplain review, and septic permit. Lots on the Liberty County side follow Liberty County's process. We confirm the county for your lot before any drawings are prepared.
My lot is near Bear Foot Lake. Will I need an elevation certificate?
Possibly. In Polk County, building in the floodplain requires a Base Flood Elevation certificate in addition to the development permit, and the county Floodplain Administrator decides whether a lot is in the floodplain. We check the FEMA map and site grades early, so if an elevation is required, the design is built around it.
Is one Big Thicket Lake Estates lot big enough for a house and septic?
It depends on the lot's size, soil, and shape. Tracts under 10 acres in Polk County need an OSSF permit, and the septic field needs room and setbacks.
